In the weaker parts of the footprint (33-36 dBW), and for areas where other topographical or signal impediments from other transmissions make signal reception more difficult, it is recommended to have 3 meter or larger antennas.
It is important to remember that the larger the antenna size, the higher the gain, and therefore the more reliable the reception.
